MINUTES
The Nebraska Library Commission held a regular meeting on
Friday, March 11, 1994 at 1:00 p.m. at the Nebraska Library Commission,
The Atrium, 1200 "N" Street, Suite 120, Lincoln, Nebraska. Notice of the
meeting was submitted to local newspapers (Lincoln
Journal-Star, Omaha World Herald), and posted on the Nebraska
Library Commission Homepage.
Prior to the regular meeting, the Commissioners met jointly
with the Nebraska State Advisory Council on Libraries at 10:00 a.m. at
the Nebraska Library Commission, The Atrium, 1200 "N" Street, Suite 120,
Lincoln, Nebraska.
I. CALL TO ORDER
Chairman Ron Norman called the meeting to order at 1:00
p.m
Members present: Ron Norman, Marge Curtiss, Myrna Vollbrecht
and Jean Sanders. Staff present: Rod Wagner, Nancy Busch and Elaine Miller.
Others present: Kathy Tooker.
Approval of Agenda: It was moved by Myrna Vollbrecht and
seconded by Marge Curtiss to approve the agenda as distributed. Motion
carried on a roll call vote: Norman-aye; Sanders-aye; Vollbrecht-aye;
Curtiss-aye;
McPherson-absent and Harvey-absent.
Approval of minutes of January 14, 1994: It was moved
by Jean Sanders and seconded by Marge Curtiss to approve the minutes of
January 14, 1994. Motion carried on roll call vote: Norman-aye; Sanders-aye;
Vollbrecht-aye; Curtiss-aye; McPherson-absent and Harvey-absent.
II. CHAIRMAN'S REPORT
Ron Norman reported on meeting with a state senator to discuss
setting a limit on non-resident library fees and whether a law should be
made to this effect.
III. DIRECTOR'S REPORT
Rod Wagner reported that LB 997, the Public Library Laws
Revision bill, has not advanced from committee. Work will continue with
the Nebraska Library Association, library representatives, the League of
Municipalities, and others to resolve issues and develop support for the
legislation.
A bill that would add public libraries as entities for
Internet services through Educational Service Units is under consideration
by the Education Committee.
Senator Priester and several other Senators introduced
a bill to provide access to state legislative data bases through the Internet
and other means such as Nebraska Online. Nebraska Online access to the
Legislature's data bases is currently limited to libraries.
Staffing: The Network Services Director's position has
been re-opened for applications. The Online Services Librarian position
has been closed. Interviews for this position will be conducted in the
next few weeks.
Time was then allowed for Commissioners to discuss informally
any items of interest.
IV. FINANCIAL REPORT
January - February, 1994 Expenditure/Financial Reports:
Commissioners
received and reviewed the January-February, 1994 Expenditure Reports
(Attachments
I and II).
V. OUT OF STATE TRAVEL REQUEST
It was moved by Marge Curtiss and seconded by Myrna Vollbrecht
to approve the out-of-state travel request for Rod Wagner to attend the
COSLA meeting in Washington D.C. April 16 - 18, and National Legislative
Day on April 19. Motion carried on roll call vote: Norman-aye; Sanders-aye;
Vollbrecht-aye; Curtiss-aye; McPherson-aye; Harvey-aye.
VI. ADJOURNMENT
It was moved by Myrna Vollbrecht and seconded by Jean Sanders
to adjourn the meeting at 1:45 p.m. Motion carried on roll call vote:
Norman-aye;
Sanders-aye; Vollbrecht-aye; Curtiss-aye; McPherson-absent and
Harvey-absent.
