MINUTES

The Nebraska Library Commission held its regular meeting Friday, March 15, 1996, at 8:00 a.m. at the Kearney Public Library and Information Center, 2020 First Avenue, Kearney, Nebraska. Notice of the meeting was submitted to local newspapers (Lincoln Journal-Star, Omaha World Herald), and posted on the Nebraska Library Commission Homepage.

I. CALL TO ORDER

Chairman Ron Norman called the meeting to order at 8:05 a.m. Members present: Ron Norman, Tom Harvey, Jean Sanders, Frances Lovell, Myrna Vollbrecht. Dr. Robert McPherson was absent. Staff present: Rod Wagner, Nancy Busch, Elaine Miller. Guests present: Michael LaCroix.

Approval of Agenda. It was moved by Tom Harvey and seconded by Jean Sanders to approve the agenda. Motion carried on roll call vote: Norman-aye; Sanders-aye; Vollbrecht-aye; Lovell-aye; McPherson-absent; Harvey-aye.

Approval of the minutes of the January 12, 1996 meeting: It was moved by Jean Sanders and seconded by Tom Harvey to approve the minutes of January 12, 1996 meeting. Motion carried on roll call vote: Norman-aye; Sanders-aye; Vollbrecht-aye; Lovell-aye; McPherson-absent; Harvey-aye

II. PUBLIC FORUM

The Chairman asked if anyone would like to address the Commissioners to do so at this time. There was no response

III. CORRESPONDENCE AND COMMUNICATIONS

Correspondence from Steve Ooton, Panhandle Library System Director, on First Search Training was noted.

IV. CHAIRMAN'S REPORT

The Chairman had no report

.

V. DIRECTOR'S REPORT

Personnel Changes: Jim Minges, Library Development Director, has accepted the position as Director of the Northeast Library System in Kansas. Jim's last day will be March 29, 1996. Steve Jonas, Information Systems Specialist, has accepted a position with the National Research Corporation as Senior Programmer Analyst in Lincoln, Nebraska. Ron Norman requested that a letter be drafted for his signature expressing appreciation to Steve Jonas and Jim Minges for their years of service at the Library Commission.

Interviews are currently being arranged and held for the positions of OCLC Services Coordinator and Public Library Services Coordinator. The Network Services position has been offered to one of the applicants.

Ron Norman noted the appointment of Richard Miller from Montana has accepted the position of Southeast Library System Director as of May 1, 1996. Mr. Miller is currently the State Librarian of Montana.

Vern Buis, Computer Services Director, was named manager of the year for the Library Commission. Judy Winkler, Technical Services Librarian/Cataloger, was named employee of the year.

VI. FINANCIAL REPORT

January and February Budget Reports: The January and February 1996 Expenditure and Financial Reports were received and reviewed by the Commissioners (Attachments I and II).

There was no unfinished business

VIII. NEW BUSINESS

Nebrask@ Online Electronic On-line Service Authorization and Rate Request, No. 1996-97: The Nebrask@ Online Electronic On-line Service Authorization and Rate Request, No. 1996-97 was deferred until the next meeting on May 10, 1996.

Out-of State Travel Request: It was moved by Myrna Vollbrecht and seconded by Frances Lovell to approve the out-of-state request for Rod Wagner to attend the Chief Officers of State Library Agencies Meeting and National Legislative Day in Washington, D.C. in May, 1996. Motion carried on roll call vote: Norman-aye; Sanders-aye; Vollbrecht-aye; Lovell-aye; McPherson-absent; Harvey-aye.

IX. ADJOURNMENT

It was moved by Jean Sanders and seconded by Tom Harvey to adjourn the meeting at 8:50 a.m. Motion carried on roll call vote: Norman-aye; Sanders-aye; Vollbrecht-aye; Lovell-aye; McPherson-absent; Harvey-aye
