The formula for direct state aid to public libraries for 2011 is as follows:

Incentive aid for libraries that receive additional tax-based funding from a public entity 1% of the amount of additional funding

*For purposes of 2011 state aid payments, service population is that of the main funding source, based on official U.S. Census Bureau Estimates released in 2009.
