A Census Treasure Trove: Sources for Nebraskans

 

April 2000 may seem like a long time ago, but counting nearly 300 million people takes time. On December 28th the first results (apportionment totals) from the April 2000 census were delivered by the Census Bureau to the President and released to the public. More detailed population and race information down to the block level became available in March with the release of Public Law 94-171 data (redistricting data summary file).

 

Here are a few Nebraska web sites that make the job of digging Nebraska data out of the treasure trove a lot easier.

·         Nebraska Databook <http://info.neded.org/stathand/contents.htm The Databook is Nebraska's one-stop shop for statistical information about the state. Continuously updated by Mike Lundeen at the Department of Economic Development mlundeen@neded.org. Statistics are drawn from federal and state sources such as the Census Bureau, Bureau of Labor Statistics, State Personnel, and the Nebraska Department of Labor.

The redistricting data will be used to determine boundaries of Nebraska Legislative, Public Service Commission, State Board of Education, Board of Regents, and Judicial districts. At the local level it will be used to redraw city council district and voting precinct boundaries. Nebraska libraries are now able to get detailed information on the numbers, race, and sex of people in their communities. Detailed age data is expected in June or July of this year. Reports will continue to be released through 2003.

 

The apportionment totals transmitted to the President were calculated by a congressionally-defined formula, in accordance with Title 2 of the U.S. Code, to reapportion among the states the 435 seats in the U.S. House of Representatives. Nebraska's seats have waxed and waned since statehood: we had 1 seat in 1860 based on a population of 28,841; 3 seats in 1880 with 452,402 people; jumped to 6 seats in 1890 with 1,062,656; then shrank to 5 seats in 1930 (1,377,963); 4 in 1940 (1,315,834); and 3 in 1960 (1,411,330). Our 2000 population of 1,711,263 will be enough to retain our 3 seats for the next decade, but we will probably lose a seat after the next census. Our rank has dropped from 36th in 1990 to 38th in 2000.

 
Use of statistical sampling techniques to adjust data for undercounts has been a very controversial issue.  Republicans tend to oppose it, thinking it would favor Democrats if the counts were adjusted to include estimated undercounts of minorities and others who are more likely to vote Democratic.  The new Secretary of Commerce, a Bush Administration appointee, ruled that adjusted data could not be used for redistricting.   
 
Several redistricting bills have been introduced in the Nebraska Unicameral this year and a special redistricting committee appointed.  LR 7 establishes guidelines for the process, including using county boundaries and recognizable landmarks where possible, not favoring one political party over another, not considering political or other demographic characteristics of the population, and not enacting boundary changes that dilute the voting strength of minorities (this would violate the equal protection clause of the Voting Rights Act).  LB 17, introduced by Senator Chambers, would give authority for changing Omaha City Council districts to the City Council instead of the Douglas County Election Commissioner (this relates to a controversy over whether the Election Commissioner should have waited for the Census 2000 data before changing boundaries).
