Finding, making sense of, and preserving government data and reports has always been a challenge for librarians and other information providers. Much information is now available on the Internet. On one hand online access has greatly widened public access. On the other hand many publications are disappearing in print format and becoming accessible only on the Internet, raising concerns about their long-term preservation and the fairness of limiting access to persons who have a computer, printer, and enough expertise to find what they are looking for. Printing costs are being shifted from government agencies to libraries and their patrons. Online availability of data can be both a blessing and a curse, requiring ever- more-sophisticated equipment and expertise from users. A notable example is the 2000 Census results. The number of printed reports that will be distributed free of charge to federal depository libraries will be greatly reduced this time, requiring users to print them from the Internet, CD-ROMs or DVDs or buy print-on-demand copies from the Census Bureau. Huge amounts of data and maps will posted on a daunting array of Census web sites. Users with the right equipment and knowledge will be able to download data into spreadsheet or GIS programs or print maps with large-format printers.
Two recent federal government studies addressing public information issues have met with mixed reviews from librarians.
A Comprehensive Assessment of Public Information Dissemination was released in January by the National Commission on Libraries and Information Science <www.nclis.gov/govt/assess/assess.html>. The Assessment, prepared at the request of Senators John McCain and Joseph Lieberman, declares that public ownership of information created by the federal government is an essential right, but this "strategic resource" is in danger of disappearing because no policy is in place for long term or permanent public access to web-based information. Key Assessment conclusions andrecommendations include:
· There are existing agencies such as the Government Printing Office (GPO), National Technical Information Service (NTIS), and the National Archives and Records Administration (NARA) who play a crucial role in information dissemination, but there is no effective enforcement mechanism when these partnerships fail.
· Public information dissemination authority should be included in all agencies' missions.
· Congress should enact legislation to create a new executive branch federal agency, the Public Information Resources Administration (PIRA) that would provide the information dissemination services currently provided by the GPO's Superintendent of Documents and Federal Depository Library Program, and eventually the National Technical Information Service (NTIS) would remain part of the Commerce Department at first.
· An Information Dissemination Budget should be created to secure funding for providing government information to the public. (Congress cut back on funding for the GPO in the last budget, resulting in a GPO policy that only publications not available on the Internet and a few major core publications would continue to be distributed through the Depository Library Program).
· Government should partner with the private sector, both for-profit and not for-profit, to perform public information dissemination functions.
Librarians had mixed reactions to the report. Some felt that while the goals were laudable the proposed changes were too sweeping, not feasible, and unnecessary, and that effort should instead be directed toward strengthening existing agencies like the GPO. There is also concern that giving the private sector control over distribution of public information could result in fee-based companies being the only source. Information that did not turn a profit would not be made available.
A report released by the General Accounting Office (GAO) in March, Electronic Dissemination of Government Publications, GAO-01-428 is a study on the impact of providing documents to the public solely in electronic format and an assessment of how to transfer the Federal Depository program from GPO to the Library of Congress. The GPO and Library of Congress both responded to a draft of the report shortly before it was released. GPO's view is that the mission and operations of the Federal Depository Library Program (FDLP) and the Library of Congress are very different, and that the Library's mission is inconsistent with a large-scale distribution program. GPO noted that the report does not provide a comprehensive study of the impact on access of providing documents solely in electronic format because it only briefly mentions such major issues as authenticity, permanent access, security, equity of access, and cost. The Library of Congress stated that the report focuses exclusively on shifting functions and not on larger public policy issues involved in providing citizens with useful and persistent access.
In May Senator Lieberman introduced the "E-Government Act of 2001" (S803) <http://lieberman.senate.gov/newsite/egov1.html> "To enhance the management and promotion of electronic Government services and processes by establishing a Federal Chief Information Officer within the Office of Management and Budget, and by establishing a broad framework of measures that require using Internet-based information technology to enhance citizen access to Government information and services, and for other purposes." A key component would be increased funding for the FirstGov <http://firstgov.gov> web site, which links to federal agency web sites arranged by subject. The irony is not lost on those who note that the GPO Access site has existed for six years, already provides a gateway to federal agency sites, and receives millions of hits per month --far more than FirstGov despite chronic under funding from Congress. FirstGov is experiencing a deluge of service requests for information and directional help that it is not equipped to handle-the irony of that is not lost on librarians who have centuries of experience providing just such service. No news to us: people want to be in contact with a REAL person who can answer their questions!
