The Library Commission recently got a grant from the State Records Board to provide digital access to the Commissions state and federal government publications in microfiche or microfilm format. Many federal documents in our collection and some state publications are available only in microform, and users had to use them in the library or wait for mailed copies because the copies made from the previous equipment were not good enough quality for faxing. The Commission has purchased a Minolta SP2000 film scanner, which is connected to a computer and laser printer. The scanner creates a digital image of each page of a microfiche or film publication. Contrast, brightness, and dots-per-inch adjustments can be used to improve the image. The resulting prints are high enough quality for faxing. Images can also be emailed as file attachments. An example of improved access are the debates and committee hearing transcripts of the Nebraska Legislature, which are available only as 16 mm. microfilm in six Nebraska libraries. Users wanting copies of hearings will now be able to call the Library Commission reference desk and receive faxed or emailed copies. We will also be able to post publications scanned from microforms on our State Government Publications Online web site </docs/pilot/pilot.html>. The Nebraska Department of Economic Development has a large inventory of the 1998-1999 Nebraska Manufacturers Directory available for free since they are currently selling the 2000-2001 edition.

Election season is upon us, and libraries will soon be asked for help finding absentee ballot application forms, voter registration information, guides to candidates, and ballot issues in their areas. Here are four resources to help find information quickly for those last-minute voters:
A site for voters tired of feel-good campaign ads that tell you what a nice person the candidate is (or what a terrible person his or her opponent is) but dont address issues they care about. Dnet offers a one-stop shop for researching issues, finding the offices, ballot measures, when elections are, what election events are occurring, and see who's running in your area, all based on your zip code. Dnet is a joint project of the League of Women Voters Education Fund and Grassroots.com. This year Dnet will cover presidential, federal level, and statewide elections in all 50 states plus some local elections. In Nebraska The League of Women Voters will be covering Legislative, Public Service Commission, State Board of Education, and University Regents elections.
Candidates are contacted and issued a password and enter their own statements and positions on issues and can debate one another on their positions. Voters go to the web site, type in their zip code or click on the map of their state and bring up a list of elected offices relevant to that area (to go directly to the Nebraska site type
<http://www.dnet.org/ne>. By clicking on the offices they can find out which ones are up for election this year, get the names of the candidates, and see a unique issue grid that compares statements on the same issue by all candidates.
Dnet Nebraska Voting Information <http://www.dnet.org/My_State/State_voter.dnet/NE> includes dates and deadlines for elections and voter registration, voter registration law, registration forms, links to the Secretary of States list of county clerks/election commissioners, directory of local elected officials, and links to other voter information sites and Nebraska political parties.

Campaign Connection 2000 is provided by Nebraska Educational Telecommunications (NET). Its goal is to ask voters what issues are important to them and what questions Campaign Connection should be asking the candidates. Public Television and Public Radio broadcasts and the web site will feature in-depth coverage of the candidates' positions. Your Voice is a section devoted to providing mechanisms for voters to talk back to the candidates, say what issues are important, and to suggest questions that should be posed to candidates in debates and interviews. The Candidates is a quick guide to who's running for what and a quick way to find stories on each individual. The Issues is a guide to what the candidates have said on NET broadcasts about important issues and will eventually include a searchable database of candidate positions. Schedule lists the upcoming campaign broadcasts on Nebraska Public Television and Nebraska Public Radio.

This is one of the Nebraska Frequently Asked Questions in the Library Commissions Electronic Library. This site will be added to as the election season continues. It includes links to: Douglas, Lancaster Sarpy county election commissioners, maps of Nebraska indicating election boundaries for Congress, Legislature, Public Service Commission; State Board of Education; Regent Districts and the Supreme Court Districts; election information from the Secretary of State; and state government information from the Genuine Nebraska, the Travel and Tourism site.

The Secretary of State Elections Administration is Election Central for Nebraska. It certifies elections, candidates, and ballot measures. This web site has a wealth of useful information for voters and researchers. The 2000 Election Calendar lists election dates and filing deadlines. The 2000 Candidate Filing List includes names and addressed of candidates who have filed for national, statewide, community college, natural resource district, public power district, and reclamation district offices. Several links include 1998 General and Primary election results and ballot initiative information. Voters needing to get signed up will find voter registration, absentee voting forms, and a list of county clerks/election commissioners to send the forms to.
The Nebraska Accountability and Disclosure Commission (NADC) may not be the place where the buck stops but it is the place to find out who gave the bucks. A new searchable database features detailed campaign finance forms filed by candidates for the 1999 elections (prior election reports are available for purchase from the NADC, loan from the Library Commission, or on microfiche at one of the Nebraska state documents depository libraries).

A fun site for finding out about campaign contributions by state, by candidate or by name of contributor or PAC. The Get Local section allows you to type in your zip code and find out who the top campaign contributors in your neighborhood are and who they are giving money to.
On Tuesday, May 9th, the House Appropriations Committee passed an appropriations bill for legislative branch agencies that included a 61 percent cut for the Salaries and Expenses budget of the Government Printing Office. If the cut is still in place when Congress finalizes the budget this summer it will cripple the operation of the Federal Depository Library Program (FDLP), the main way that citizens get access to government information that they have already paid for with their tax dollars. Distribution of print publications will virtually cease, leaving only the GPO Access web site to provide public access to key government publications like the Federal Register, Public Laws, Congressional Bills, and Code of Federal Regulations.
The FDLP distributes government publications to over 1300 libraries, including 14 in Nebraska. FDLP serves an estimated 9.5 million people in the aggregate each year, more than 7,000 per year per library and more than 21,000 constituents per Congressional district per year. In FY 1999, the FDLP printed, cataloged and shipped 16.1 million copies of more than 40,000 titles in paper and microfiche to libraries for less than $1.57 per copy.
It has been argued that everything is on the Internet now and Internet access is enough to provide public access and long term preservation of the activities of our government. Has print circulation gone down in your libraries because everything is on the Internet? Nebraska librarians know that while the Internet is a great tool for broadening access, print publications are still needed because they are easy to use, more permanent, cannot be altered by unauthorized people, can not be damaged by computer viruses, or are a better format (like maps) anyway. Not every citizen has a high-speed computer, Internet, technical support, or can figure out how to find the information among the hundreds of thousands of government web pages. Who will help them? Libraries. Increased public use of electronic Government information requires more support for libraries, not less.
What you can do: Contact Nebraskas Congressional Delegation immediately to express your dismay over this short-sighted maneuver.
