McCarthy Hearings Available
The Executive Sessions of the Senate Permanent Subcommittee on Investigations of the Committee on Government Operations (McCarthy Hearings 1953-54), Volumes 1-5 (S. Prt. 107-84), are now available on GPO Access.
The Senate Permanent Subcommittee on Investigations has released all of the previously closed transcripts of executive sessions held during the chairmanship of Senator Joseph R. McCarthy, R-Wisc., from 1953 to 1954. Investigative records of the Senate are sealed for 50 years. The release of these hearings on their 50th anniversary marks the largest opening of documents related to the McCarthy investigations. This five volume set of hearings contains testimony by such prominent witnesses as Aaron Copland, Langston Hughes, and the historian Herbert Aptheker. Other witnesses included government employees, labor organizers, and army officers.
The hearing transcripts were edited for publication, but nothing was deleted from the transcripts. All of the original transcripts are open and available for research at the Center for Legislative Archives, National Archives and Records Administration.
Files are available in ASCII Text and PDF formats and are available for direct download at http://www.access.gpo.gov/congress/senate/senate12cp107.html. The hearings are also searchable from the Congressional Committee Reports on GPO Access at http://www.gpoaccess.gov/cprints/search.html.
Federal depository libraries that select Congressional hearings will be receiving paper or microfiche copies. In addition, copies of the hearings are available in a five volume set for purchase from the GPO Sales Program:

Best Practices for Nebraska Digitization Projects
Beth Goble, Government Information Services Coordinator
Nebraska Library Commission
Thinking of scanning your old postcard collection? Do you have family history resources that you would like to make available via your web site? Nebraska libraries, museums, and other organizations considering digitization projects have a new resource available to help them "do it right" using established best practices.
http://www.cdpheritage.org/westerntrails/wt_bpscanning.html
In the fall of 2001 the University of Denver was awarded an Institute of Museum and Library Services grant to develop a multi-state collaborative to create a virtual collection of digital images called Western Trails. 23 institutions in four western states (Nebraska, Kansas, Wyoming, and Colorado) were awarded mini-grants to create digital content and metadata. The Nebraska Library Commission is the coordinator of the Nebraska project. One of the outcomes is that museums, libraries, and archives in the four states now have best practices available to use for future digital projects. Representatives from the Western Trails grant states plus several other western states finalized Digital Imaging and Metadata (cataloging) documents in January 2003. They are linked from the Nebraska Western Trails web site /westerntrails/ in the Standards and Other Resources category.
Western States Digital Imaging Best Practices is NOT an instruction manual for a scanner, but a 41-page summary of technical factors to consider before starting a scanning project. It is based on these general principles:
1. Scan at the highest resolution appropriate to the nature of the source material.
2. Scan at an appropriate level of quality to avoid rescanning and re-handling of the originals in the future--scan once
3. Create and store a master image file that can be used to produce derivative image files and serve a variety of current and future user needs
4. Use system components that are non-proprietary
5. Use image file formats and compression techniques that conform to standards within the cultural heritage community
6. Create backup copies of all files on a stable medium
7. Create meaningful metadata for image files or collections
8. Store media in an appropriate environment
9. Monitor and recopy data as necessary
10. Document a migration strategy for transferring data across generations of technology
11. Anticipate and plan for future technological developments
12. Scan an original or first generation (i.e., negative rather than print) of the source material to achieve the best quality image possible.
Evaluating equipment before purchase, understanding scanning terminology (pixels per inch, dots per inch, bit depth, etc.), staffing, setting up a work area, costs, image storage, sustainability, and much more are included. Several charts outline minimum guidelines for creating archival, Internet access and thumbnail images of text, photographs, maps and graphic materials.
Many digitization resource materials, including outlines of digitization workshops, are available at the Colorado Digitization Program web site http://www.cdpheritage.org/resource/introduction/index.html.
Notable Nebraska Documents from 2002
An American Cycling Odyssey, 1887, by Kevin J. Hayes. Lincoln, NE: University of Nebraska Press, 2002. 200 p. ill., ind., map, ISBN 0-8032-2408-7; $27.95 + sales tax in some states. [Available from University of Nebraska Press, 312 N. 14th St., Lincoln, NE 68588-0484] http://www.nebraskapress.unl.edu.
In 1887 a twenty-one-year-old newspaperman named George Nellis (1865-1948) rode a bicycle from Herkimer, New York, to San Francisco in seventy-two days, surpassing the transcontinental bicycle record by several weeks. He averaged fifty miles a day pedaling a fifty-two-inch, high-wheeled Columbia Expert "ordinary" bicycle with a tubular steel frame and hard rubber tires, and he lost twenty-three pounds in the process. Following his daily ten-hour rides, Nellis sat down and wrote letters about his adventures to his hometown newspapers and a national cycling magazine to finance his cross-country journey. Drawing on Nellis's letters and media coverage of the trip, Kevin J. Hayes recreates in compelling detail this amazing trip and the many ordinary and extraordinary faces of late-nineteenth-century America that were once revealed to a young bicyclist.
This book continues the story of Fort Robinson, Nebraska, begun with Fort Robinson and the American West, 1874-1899, published by the NSHS in 1999. It recounts the last half century of this famous army post. Fort Robinson hosted the last of the African American "buffalo soldiers" to serve in Nebraska. In the 1930s it was the world's largest U.S. Army Quartermaster Remount Depot, procuring and issuing horses for the military mounted services and earned the nickname "The Country Club of the Army." During World War II, the fort was the army's primary war dog training center, and a major internment camp for German prisoners of war. Today it is Nebraska's premier state park. The book is based on more than twenty years of research in archival records, supplemented by the personal recollections of men and women who served at Fort Robinson. Includes over 90 photographs and five maps.
Grave Injustice: the American Indian Repatriation Movement and NAGPRA, by Kathleen S. Fine-Dare. Lincoln, NE: University of Nebraska Press, 2002. 250 p. ill., ind. ISBN 0-8032-6908-0; $19.95 + sales tax in some states. [Available from University of Nebraska Press, 312 N. 14th St., Lincoln, NE 68588-0484] http://www.nebraskapress.unl.edu.
Grave Injustice is an introduction to a longstanding and complicated problem that continues to mobilize and divide Native Americans and the scholars who work with and write about them. It tells the story of the struggle of Native Americans to repatriate objects and remains of their ancestors that were appropriated, collected, manipulated, sold, and displayed by Europeans and Americans. The author uses case studies to trace incidents, laws, and changing public and Native attitudes that have shaped the repatriation movement since the late nineteenth century. She then examines the controversial Native American Graves Protection and Repatriation Act (NAGPRA). The Act was the result of lobbying by Native peoples to obtain federal support for the right to bring back to their communities the human remains and associated objects that are housed in federally funded institutions.
