New Documents Librarian at Midland Lutheran College

Steve Cox is the new Assistant Librarian in reference/documents at Midland Lutheran College in Fremont. He replaces Susan Knisely, who is now an Online Services Librarian at the Library Commission. Steve is a native of Arkansas, and taught in Arkansas and Texas for several years before getting his MLS degree from the University of Kentucky School of Library Science. Upon graduation Steve joined the staff at Midland Lutheran February 1st. He is enjoying living in Fremont and likes being close to Omaha. Welcome Steve!

Annual Documents Meeting June 11th

The annual meeting for staff in Nebraska state and federal documents depository libraries is scheduled for June 11th at the University of Nebraska-Omaha Library. The meeting will include an update on the federal depository library meeting held in Washington, D.C. Updates and discussions about the Nebraska State documents depository program will also be held. New Nebraska Blue Books

Ever needed the words to "Beautiful Nebraska?" It's in there. A picture of the state insect? It's in there. Your one-stop shop for information about state symbols, the constitution, legislators back to 1866, election results, judges, state agencies, boards and commissions, and a whole potpourri of interesting stuff about Nebraska is here! The Nebraska Blue Book 1998-99 edition has just been published. Free copies will be sent to every Nebraska public library, college and university. Copies can also be purchased by sending a check for $10.00 plus applicable state and local sales tax payable to State of Nebraska to:

Tax-exempt organizations database

The Internal Revenue Service (IRS) may not be on your "most helpful federal agencies" list at this time of year, but the IRS has posted lots of good information on its web site. One of them is a searchable database of organizations in the United States that qualify for tax-exempt status. It is located at: < http://www.irs.ustreas.gov/bus_info/eo/eosearch.html >. If you have ever needed a list of non-profit organizations in your community or state this database is for you. Here's the place to find out if your organization is exempt from federal taxation and how much of your contributions to them are tax deductible. This is an electronic version of IRS Publication 78, Cumulative List of Organizations, which is available for loan from the Library Commission. You can type in just the two-letter code for a state, or the state and town name, and pull up a list for the whole state or that community. The database can also be searched for keywords in the name of the organization.

Birth Certificates Via The Internet

The Nebraska Department of Health and Human Services Vital Statistics has announced that birth certificates can be requested via the Internet with a credit card. You may request copies of the certificates only for yourself, parents, spouse, or children. Orders can be placed at <www.hhs.state.ne.us/ced/bicert.htm>.

What is a Depository Library?

The word "depository" might make us think about what the floor of the front entrance to the library looks like after a rainy day and lots of muddy-footed customers have come through the doors. When it comes to government publications, however, libraries are happy to keep the "deposits" , not clean them up.

In Nebraska we like to quote Hartley Burr Alexander's inscription on the state capitol "the salvation of the state is watchfulness in the citizen". That is the reason why depository programs for government publications exist-to provide citizens with information about what their governments are doing. In Nebraska there are 14 libraries participating in the federal Government Printing Office depository program and 14 libraries participating in the Nebraska Publications Clearinghouse depository program for Nebraska state government publications. Directories of all Nebraska depositories are available at </docs/nefed.html> and </docs/locdep.html>.

The GPO program, with nearly 1400 participants nationwide, has been in operation for many years. Participating libraries are sent free copies of a wide variety of publications based on a selection profile that the library customizes to local needs. Agricultural reports, statistics, congressional hearings and bills, national park and museum publications, local weather reports, and census reports are common examples of what a depository library might choose. Depositories must provide free public access to the publications and keep them for at least five years. The Library Commission has nearly 250,000 publications available for free direct loan. Items received since 1990 are listed in the Commission online catalog at </opac/opac.html>. Each state also has a Regional Depository which receives everything distributed through the program and must keep it permanently. Love Library at UNL is the Nebraska Regional. Now that government agencies are posting information on the Internet the potential for citizen access to government information has expanded tremendously. Depository libraries are required to provide public access Internet workstations to access it. GPO Access, the Government Printing Office World-Wide-Web site, now gets millions of "hits" every month.

The Nebraska Publications Clearinghouse Program has been operated by the Library Commission since it was authorized in statute in 1972. The Library Commission collects publications that are multiply produced and intended for distribution from Nebraska state agencies, boards, commissions, the legislature, and state-funded colleges. The Commission now has a public lending collection that numbers over 100,000 items and is listed in its online catalog. Selected publications are also converted to microfiche and copies are distributed to the 14 state depositories. Agency annual reports, rules and regulations, statistics, directories, and Legislative studies are examples of what a depository would receive. State depositories are required to provide public access to the microfiche, have a fiche reader-printer available, and keep the microfiche for at least five years. Nebraska agencies too, are part of the trend toward posting information on the Internet and all of the state depositories have Internet access. The Library Commission maintains a directory of online state publications on Nebraska State Government Publications Online </docs/pilot/pilot.html> to assist users in finding online publications.

Announcing the Nebraska Library Commission Back-up Reference Service!

A number of Nebraska's Library Systems have contracts with various libraries to provide reference back-up for System member libraries. The trend noticed in most of the Systems over the last few years has been for the number of reference questions to diminish. This might be attributed to increased access to statewide data bases, the improved ability of individual libraries to find answers to questions via the Internet, etc. For whatever the reason, it no longer seemed necessary, at least in some of the Systems, to contract for reference back-up for the decreasing number of requests being asked. That's where this new arrangement comes in. Beginning now, you are able to contact the Nebraska Library Commission for reference back-up and subject requests if you are not able to find satisfactory answers on your own. Please see the following announcement of this new service. We look forward to serving you as you strive to meet the needs of your customers.

Meet the reference staff:

Julie Pinnell earned her MLS from the University of Iowa and has worked in a variety of reference settings. Her background is in Psychology and Biology and during her tenure as a Library Science Student, she worked as a back-up reference librarian to the entire state of Iowa. She has over 10 years experience in providing information and is a wonderful teacher on all aspects of Internet and online resources. Julie recently provided for the Meridian and Panhandle Library Systems training on the areas of various aspects of using the Internet for reference, search engine techniques, and evaluating websites. Before coming to the Library Commission, Julie worked at Johnson Community College in Kansas City, MO for 4 years; this library served as a public library for area residents.

Beth Goble earned her MLS from the University of Toronto and has worked in libraries in three countries. Beth holds dual bachelor's degrees in English and Library Science. She's worked in three different public library systems, including Lincoln City Libraries, and also worked as a one-person librarian at St. Elizabeth's Community Health Center for five years before coming to the Library Commission. Beth's specialties include medical and science searches. She is active in the Lincoln Health Sciences group. Beth has been providing reference for over 20 years - with 8 years in the public library setting.

Lisa Brawner earned her MLS from the University of Missouri and has worked in libraries for over 15 years. Her background is in Music and Fine Arts. She was the assistant manager at a branch library in the Houston Public Library System and graduated to the Central Library where reference phone calls were answered at the rate of 20-30 per hour. Lisa is active in the City Area Reference Professionals (CARP) organization and is well connected to other reference experts in Lincoln.

Lori Sailors has worked with Federal Documents and reference for 20 years. She worked for the Library Commission when it provided 16mm films and reference to the state. Lori is a life-long resident of Lincoln, NE and started working in libraries when she was a student in high school.

Bonnie Henzel has over 10 years experience in libraries and state government, and currently works full-time with Nebraska state government publications. Bonnie was formerly involved with acquisitions, serials, circulation, and reference at Peru State College where she earned her degree in business administration.

Belinda Booe - last but certainly not least, Belinda is the voice of the reference desk and handles circulation, overdues, and many video reservations. In addition Belinda updates the Library Commission calendar and library job webpages, and works with Interlibrary Loan. She has over 15 years library experience. She is well-experienced in the public service world having formerly been a realtor and working in a hospital emergency room. Belinda is currently attending classes at Southeast Community College.
