Electronic Transition Plan Discussed at Federal Depository
Library Meeting.
Nearly 600 librarians from federal depositories flocked to Washington,
D.C. April 14th-18th for the annual Depository
Library Conference and Council Meeting. Nebraska attendees were
Jerry Frobom, University of Nebraska-Lincoln, James Shaw, University
of Nebraska-Omaha and Beth Goble, Nebraska Library Commission.
The reason for the large turnout (nearly double the attendance
from past years) was the proposed transition of nearly the entire
program to electronic distribution.
The depository program is operated by the Government Printing
Office, a Congressional agency. Federal publications are distributed
free of charge to a network of over 1400 depository libraries
across the nation, which in turn must offer free public access
to them. Over the years many documents have switched from being
distributed in paper format to microfiche. An increasing number
of publications are also being distributed on CD-ROM or computer
diskette. Recently the Vice-President's National Performance Review
initiative (which calls upon federal agencies to improve customer
service and efficiency), combined with tightening agency budgets
and pressure from Congress to reduce spending for the program,
have resulted in a proposal to dramatically alter the nature of
the program. Last year the GPO was directed by Congress to prepare
a transition plan which would change distribution of all but a
small core list of publications to electronic-only format by the
end of 1998. "Distribution" in many cases will actually
mean providing a database via the Internet. In addition to the
transition plan a study was conducted to identify measures necessary
for a successful transition . The study report was distributed
to depositories just before the April meeting.
Many issues and implications for depositories have been identified,
including a new set of minimum technical guidelines which require
depositories to have sophisticated public access workstations
available with Internet access, world-wide-web browsers, CD-ROM
capability, and a variety of software by the end of 1996. Other
issues include shifting the cost for printing from agencies to
depositories, staff training which will be necessary for libraries
to adequately help citizens to find and use electronic government
information, difficulties in identifying and organizing electronic
information sources which are no longer a physical object, issues
surrounding providing public access to sites and databases which
agencies have created and charge access fees for, and questions
about who will be responsible for archiving electronic government
information for future generations.
The study report indicated that some publications are still better
suited to distribution in paper format. It also stated that a
transition by the end of 1998 is not realistic due to lack of
readiness by federal agencies and the above-mentioned issues that
still have to be addressed. The report proposed a more gradual
process taking 5-7 years to complete. The draft report has been
presented to Congress. A copy of the report, "Study to Identify

Federal Depository Library Program" is available for loan
from the Library Commission by calling 1-800-307-2665.
Librarians from Nebraska's 14 federal depositories met June 7th
to discuss the transition and their plans for coping with the
proposed changes. Most libraries will be able to comply with the
minimum technical requirements for providing public access to
electronic information by the end of 1996, although many of them
will not have workstations upgraded to the optimal requirements
suggested by GPO..
1994 Annual Economic Outlook Report (document # C-115)
provides critical information and analysis about the global, national,
and Nebraska economy to assist decision makers in Nebraska's public
and private sectors. The publications of this report fulfills,
in part, the BBR's state wide research and services mission, which
includes a mandate tro collect, maintain, analyze, and disseminate
information regarding Nebraska's economic performance in recent
years, plus an evaluation of where Nebraska's economy may be headed
in the next few years. All information and analyses described
in this report are based on the most current available data.
Cancer Incidence and Mortality in Nebraska: 1992 (document
# C-76) provides a summary of the nost recent cancer data for
the citizens of the State of Nebraska. The contents of this report
are concerned primarily with presenting the number and rate of
new cancer cases and cancer deaths that occurred among Nebraskans
in 1992, as well as during the past five years (1988-1992). Data
are also presented regarding the stage of the disease at diagnosis.
A special feature of this report are sections which present county-specific
incidence and mortality data for selected cancer sites (lung,
breast, prostate, colon/rectum, bladder, cervix, leukemia, and
non-Hodgkin's lymphoma).
Criminal Justice Directory, 1996 (document # C-53) provides
a comprehensive listing of key criminal justice personnel throughout
the state. The directory is divided into these seven sections:
(1) Law Enforcement, (2) Corrections, (3) Judicial System, (4)
Education, (5) State Senators/U.S. Congressmen, (6) Victim Assistance/Domestic
Violence, and (7) Criminal Justice Organizations. A detailed list
of what each section contains can be found in the Table of Contents.
Disability Statistics Report, Medical Expenditures for People
with Disabilities in the United States, 1987 (document # C-81*)
focuses on the economic impact of disability and presents the
results of an analysis of the medical care expenditures of non-institutionalized
people with disabilities. Medical expenditures include spending
for all types of medical care services, whether or not related
to the disability. Disability is defined here in two ways: (a)
a limitation in activity, i.e., working at a job, doing work around
the house, or going to school; and (b) a limitation in one or
more activities of daily living, i.e., difficulty in performing
basic self-care tasks (including bathing, dressing, toileting,
getting in and out of bed or a chair, feeding oneself, and walking
across the room), without the help of another person or special
equipment. Medical spending for persons with limitation is compared
with amounts spent by non-institutionalized persons without such
limitations.
Projections of Education Statistics to 2006 (document # C-64*) includes statistics on elementary and secondary schools and institutions of higher education at the national level. Included are projections for enrollment, graduates, classroom teacher, and expenditures to the year 2006.
In addition, this report includes projections of elementary and
secondary enrollment and high school graduates to the year 2006
for public elementary and secondary schools at the state level.
These projections were produced to provide researchers, policy
analysts, and other customers with state-level projections developed
with a consistent methodology.
Projections of the Number of Households and Families in the
United States: 1995 to 2010 (document # C-27*) includes projections
of the number of households and families in the United States
for the years 1995 to 2010. These numbers are based on the 1990
census, as enumerated, with modifications for age and race, and
household estimates from 1991 to 1994, and are projected forward
using alternative marital status and household type proportions.
These household projections are not intended as a forecast, but
represent the results of assumptions about future trends in population
change and household formation. The increase in the number of
households (occupied housing units) is not necessarily identical
to the volume of housing construction which may take place during
the projection period. The number of housing units in likely to
differ from the increase in the number of households because of
changes in the number of vacant units (vacant housing units are
not counted as households), the demolition of existing units,
and conversions or mergers in existing structures.
