CIS Congressional Compass Online Service Trial
Early in 1998 the Congressional Information Service
company will be offering a free trial of Congressional Compass,
their web-based online legislative database service. The trial
will be available to Nebraska libraries, who will be mailed information
from CIS about the trial. Information about signing up for the
trial will also be posted in late December or early January on
the Library Commission's database trial web page at /netserv/trial.html.
Congressional Compass offers comprehensive access
to CIS indexes and abstracts of Congressional publications plus
legislative histories, bills, bill tracking, Congressional hearings,
committee reports, the Congressional Record, voting records in
Congress, the U.S. code, public laws, the Federal Register, the
Code of Federal Regulations, and member financial disclosures.
The Library Commission will be participating in the
trial along with other Nebraska libraries. For more information
about the trial check the web page at the address listed above.
State Funds Distributed to Local Government Subdivisions, 1996-1997 (document # E-23) is broken into two sections. Section one contains a schedule for each of the 93 counties which lists the political subdivisions receiving state aid. Each schedule includes the net amount of property taxes levied in 1996 for collection in 1997, and the amount of general fund aid from various state sources.
Section two includes a tabulation of specific aid
program funded by the Legislature form state revenue sources,
state aid payments to counties, municipalities and natural resource
districts, and a summary of the state aid paid to the political
subdivisions within each county. Also included is a table of tangible
property taxes levied form 1978 to 1996.
Agricultural Resources and Environmental Indicators,
1996-97 (document # E-1*) identifies trends
in land, water, and commercial input use, reports on the condition
of natural resources used in the agricultural sector, and describes
and assess public policies that affect conservation and environmental
quality in agriculture. Combining data and information, this report
examines the complex connections among farming practices, conservation,
and the environment, which are increasingly important components
in U.S. agriculture and farm policy. The report also examines
the economic factors that affect resource use and estimates the
costs and benefits (to farmers, consumers, and the government)
0f meeting conservation and environmental goals. The report takes
stock of how natural resources (land and water) and commercial
inputs (energy, nutrients, pesticides, and machinery) are use
in the agricultural sector; shows how they contribute to environmental
quality; and links use and quality to technological change, production
practices, and farm program.
Economic Effects of Comprehensive Tax Reform
(document # E-101*) analyzes the major economic effects of several
tax reform plans and finds that much uncertainty surrounds the
likelihood and magnitude of the economic gains from tax reform.
The study focuses on the effects on saving and investment, output,
and the allocation of resources within the economy, as well as
the ultimate impact of those changes on social well-being.
Pension Insurance Data Book 1996
(document #E-99*) provides detailed statistics on the single-employer
program and concentrates on the areas of program operations and
benefit protection. The first section on benefits and claims presents
information on the number and value of pensions in underfunded
terminated plans for which PBGC has assumed responsibility under
the single-employer program. The second section describes ongoing
single-employer plans insured by PBGC against the risk of future
termination.
