State Budget Cut Options Report Released

A 69-page Legislative report, titled LR 542 Listing of Options was released in December and is available on the Nebraska Legislature's web site http://nebraskalegislature.gov/pdf/reports/committee/select_special/lr542final.pdf

LR 542, adopted by the Legislature on April 13, 2010, created an ad hoc committee chaired by
the Speaker of the Legislature, and comprised of the Executive Board Chairman and the
chairs of the Legislature’s fourteen standing committees to review all programs of state
government and each agency’s budget authority. Each committee was charged with identifying
programs within their subject-matter jurisdiction that should be considered for reduction or
elimination during the Legislature’s enactment of a budget for the following biennium during
the 2011 Session.

Speaker Mike Flood notes in his introduction to the report that

"these lists are not recommendations of the committees, but, just as their title implies, are “options”—items that the committees believe need to be carefully considered when the Legislature crafts a budget during the 2011 session" .

Who's not Paying their Taxes?

The Nebraska Department of Revenue is trying "shame on you" tactics by publishing a list of people owing $20,000 or more in back taxes on their web site at

www.revenue.ne.gov/delinquent_list/delinquent.html

The person at the top of the list owes a whopping $2,357,875.48.

If your name is on the Delinquent Taxpayer List, and you have questions about paying your taxes, please contact the Department office nearest you; or call Taxpayer Assistance at (800) 742-7474 (toll free in Nebraska and Iowa), or (402) 471-5729 and speak with a representative who will explain the payment options available to you. It is your responsibility to contact the Department if you can not pay the tax which is due.

Quick Stats for Agriculture Questions

Guest blog from James Shaw, Director of Collections at UNO Criss Library.

Here at UNO we have a graduate student in History writing a thesis about the history of Thurston County. As he explores the 1930s, he is examining agricultural production during the drought years. Climate data resides in Climatological Data of the United States, by Sections, and I thought that Nebraska Agricultural Statistics would provide the crop data. We discovered, however, that the Nebraska Agricultural Statistics have figures for acres harvested but not acres planted. The difference between those two numbers is indicative of growing conditions, and when viewed in conjunction with yield per acre, one can certainly sense the difference between a good year and a hard year (or during the 1930s, a hard year and a harder year).
Much to my surprise, I discovered that the National Agricultural Statistics Service of the U.S. Department of Agriculture has a database at http://quickstats.nass.usda.gov which permits you to drill down to annual county-level data as far back as 1910. I was able to download a spreadsheet for Thurston County providing annual data (1930-1940):
Annual number of acres of corn planted
Annual number of acres of corn harvested
Production measured in bushels
Production measured in bushels per acre

The Quick Stats trove of historical data is truly remarkable, and well worth adding to your reference toolkit.

Nebraskans and Health Insurance

You may have seen newspaper articles about this new report from the Center for Public Affairs Research at the University of Nebraska Omaha. Nebraska Health Insurance Coverage: A Profile of the Characteristics of the Insured and Uninsured:

Some highlights:

About 190,000 Nebraskans are not covered by any form of health insurance, equating to
an uninsured rate of 11 percent for the state.

Health insurance coverage through an employer or union provides the bulk of Nebraska’s
health insurance (1.1 million persons covered or 57 percent of all coverage plans).

In Nebraska, more than 12 percent of men did not have health insurance, versus about 9
percent of women.

Uninsured rates are highest among those of college age (18-24 years, 22 percent) and
those of early working age (25-34 years, 17 percent). Nearly universal coverage exists
among those 65 and older due to eligibility for Medicare. Uninsured rates are relatively
low among children under 18 and those aged 55-64 (7 and 8 percent respectively).

Nebraska uninsured rates are higher among minority population groups. Uninsured rates
are highest among Hispanics and Blacks, at 28 and 22 percent respectively, compared to
8 percent for non-Hispanic Whites. Differentials in health insurance coverage rates by
race and ethnicity are larger in Nebraska than those that exist nationally.

Uninsured rates are quite high among Nebraska’s foreign born population (35 percent),
especially those foreign born residents who, regardless of legal residence status, are not
United States citizens (45 percent).

Those experiencing economic hardships have higher uninsured rates, as 42 percent of the
unemployed, 28 percent of those in poverty, and 21 percent of those receiving food
stamps did not have health insurance.

The uninsured rate declines for each successive increase among educational attainment
categories, ranging from 26 percent among those aged 25 and older with no high school
education, to only 2 percent of those with a graduate or professional degree.

School Accreditation Guidelines Update

A January 2010 revision of RULE 10 REGULATIONS AND PROCEDURES FOR THE ACCREDITATION OF SCHOOLS has been released. It is available online from the Department of Education web site and is also part of our state document epubs collection.

Rule 10 includes a quality indicator for school media centers:

006 Media and Technology Resources

006.01 Quality Indicator: The library/media/technology program provides a wide
range of accessible print and electronic resources that expand opportunity for
learning, contribute to information literacy, support the local curriculum, and
enhance and enrich learning experiences for all students.

006.01A Each school has a library media area(s) which is available to students
during the entire school day. All library media resources are properly cataloged,
marked, and shelved according to a standard classification system. Each school
has at least one set of encyclopedia available in either print or electronic format
with copyright dates in the past five years.

006.01B Each elementary school acquires a minimum of 25 new library media
resources in print format, exclusive of textbooks and encyclopedia, of different
titles, per teacher per year, up to 150 titles during one year. The minimum
number of new titles in print format is 75 if library media resources are also
available through electronic format. Each middle and high school acquires a
minimum of 150 titles each year in either print or in full text electronic format.

Network of Care for Behavioral Health

The Nebraska Department of Health and Human Services has a new web site called Network of Care for Behavioral Health http://www.dhhs.ne.gov/networkofcare/

Network of Care for Behavioral Health is an online information place for individuals,
families and agencies concerned with mental and emotional wellness, substance abuse
and developmental disabilities.This online community provides critical information,
communication and advocacy tools with a single point of entry. It ensures there is
“No Wrong Door” for those navigating the system of behavioral health services, those
working to avoid the need for formal services, and those ready to transition out of the
behavioral health system.

The site features a clickable map linking to resources in each of the 5 service regions in Nebraska and a text list of counties linking to the appropriate region. Printable brochures customized for each region are also linked from the site.

New Guide to Documents at UNO

A new Guide to Government Documents available at the University of Nebraska-Omaha Criss Library is available on the Library web site http://libguides.unomaha.edu/content.php?pid=40544

The Guide is a work in progress according to creator Jim Shaw, Director of Collections at the Criss Library. The Library documents collection boasts about600,000 printed items, microfiche, CD-ROMs and DVDs, and sheet maps. Most are cataloged in the library catalog, with the ability to limit searches by document type (e.g. Nebraska document), format, date, etc.

Election results online

One of our more popular state documents is the "Official report of the Board of State Canvassers of the State of Nebraska".

That may not be an exciting title, but we are often asked for what they contain by scholars and others in Nebraska, other states, and even other countries. The reports contain detailed, county-by county vote tallies for Nebraska elections. Our one-house, nonpartisan legislature and splitting of the Electoral College generates a lot of interest in our elections.

In anticipation of this year's election we decided to scan and post all of the reports in our collection, from 1916 to the present. Julie Pinnell spent many hours scanning them for Bonnie Henzel to post in State Publications Online and link from our Online Catalog.

Nebraska Public Document Site gets $25,000

The Nebraska Public Documents web site got a boost November 18th when the State Records Board awarded a $25,000 grant to the UNL Center for Digital Research in the Humanities at Love Library to add more digitized reports. The site is a searchable database of digitized versions of the print collection known as Nebraska Public Documents. It consists of reports of Nebraska constitutional and state agencies spanning 1890 to 1956. So far the database includes 118,000 images for the years 1891-1929. The new grant will be enough to digitize an additional 40,000 of the estimated 114,000 that are needed to add the years 1930-1956.

In 2005 a partnership of the Library Commission, University of Nebraska at Lincoln and at Omaha, and Nebraska State Historical Society began a project to digitize microfilm copies of the documents. The Historical Society purchased the microfilm from New York Public Library with a $10,000 grant from the Library Commission. Grants of $38,000 from the Library Commission, $23,000 from the State Records Board, and $12,000 from the University of Nebraska Omaha were made to the Center for Digital Research in the Humanities at UNL The Center, which hosts the site, contracted with OCLC for digitization and used open source software to create and host the database.

Legislative Web Site Changes

It is not unusual for the Unicameral Information Office to use the time between Legislative sessions to make changes to the Unicameral web site which result in changed urls. This year is no exception. The Statutes and Constitution search link has changed to
http://uniweb.legislature.ne.gov/laws/laws.php

A new feature is the ability to search by Statute range. This could come in handy if you know the number of a specific statute and want to retreive the links to each section with a single search. For example, a search of 51-412 through 51-418 (The Publications Clearinghouse statute that authorizes the Library Commission to operate the state documents depository program) brings up a list of links for each section. Clicking on “Print Friendly Version of Search” creates a document combining the full text of all sections.

Another improved feature is the ability to perform a single keyword search for previous legislation from this site http://www.nebraskalegislature.gov/bills/search_past.php

Radio buttons allow selective searching of introduced bills, slip laws, committee statements, statements of intent, fiscal notes and amendments for any or all Legislatures from 1999 to the present.
